Wont Accelerate past 3500 RPM's
a few months back i was driving down a major highway and went to accelerate to go around pass someone, i went to give it aggressive gas and it accelerated and then stopped around 3500 rpm's then would not go past almost like it was redlined at 3500. I've done a bunch of research but could not find a simple strait answer and its bugging me because having a 4 speed automatic transmission its kind of hard not to break 3500 rpm's.

Does it feel like a rev limiter ?(to know how that feels put it in low gear and floor it. Once you hit 6500 rpm or so it rev limits).
If not, it could be ignition problems (a faulty coil or a bad spark plug wire), fuel cutoff/ surge or the wastegate.
Is it throwing any codes?

yes it does feel like a rev limiter. It still does it when i put it in low gear. And just replaced all the ignition coils a couple days ago and no difference. yes i have p0705 witch is linked to the PNP switch and P1072 which i could not find any info on.

I hate to say it, but could the ETM cause this? Looks like you have a 99 S70, I think the first year Volvo added the ETM to the P80s.
I agree with Clemens, could also be an ignition issue.
I don't believe it's the transmission. My 98 V70 has the 4spd transmisison, and it doesn't have a problem kicking up to 5000rpm.
Is it NA, or turbo? If turbo, maybe the wastegate actuator is a little rusty and not functioning properly.

I'm thinking in the same direction. Definitely try changing the plugs first, as it's cheap and easy. Are you sure the code is P1702 and not P0172?

Googling "volvo p1072 code" brought me back to MVS and a coolant temp sensor code.
Aside from that, I had the same thing happen to me a couple months ago, the car would act fine then at about 3500 I would need darn near WOT to get over 3500 rpm. It took about 3 days for me to get a misfire code on a single cylinder. Replaced the coil for that cylinder, and worked great ever since.
