lower plastic housing that is blocking the belt from coming off. Is that there

It seems like it is impossible to get the old belt off or the new one on.
I read somewhere that some people take the harmonic balancer off, but I don't
want to risk turning the crank with the belt off. I take it that the large 30mm
bolt has to come off or is it just the four 10 mm screws?

If you want to remove the harmonic balancet you also need to remove the 30mm bolt; there's no getting around this.
The nub you see on the oil pump can be dealt with without removing the balancer.

OK, I looked closer and the nub is metal with some sort of rubber on it. Also
noticed that the nub is harder to get around taking the belt off, so I cut it as
Robert suggests. New belt took just a few minutes to work in there, it is in
at least on the crank shaft.
Got all the water pump bolts off and now it is stuck, tried prying a bit, tapping
it lightly, does not want to budge - suggestions? The belt was only done once at
70K miles so I doubt that the water pump was ever replaced.

I just changed the water pump on my '97 855 GLT at 186k miles a month ago. It too was on the original water pump. To get the old pump off the engine block I had to strike it gently on the pulley with a small deadblow hammer. If I'm remembering correctly, one or two taps was all I needed to break the seal at the gasket. The old gasket was half adhered to the water pump and half to the engine block.
The harder part was gently removing all the traces of the old gasket with a scraper from the engine before I could install the new (Aisin) pump.

Cut the belt off, always goes on pretty easy.
Tap the water pump pulley and it will pop loose.

Try a dab of white out on the crank pulley valley to get the tiny notch to appear. I was in the same boat, for the life of me I could not see the notch on the crank pulley until I put a dab of white out on it. And I also cut my timing belt belt off - as Robert suggests.
