2001 S60 2.4 T-5 Cooling fans won't come on

I have a 2001 Volvo S60 2.4T geartronic with 54,000 miles that I recently bought. The cooling fan will not come on unless the A/C is on. The problem is when I turn the car off it gets real hot bcs the fan stops. Any Ideas? I am in monterrey mexico and the car is originally from here.

Get that fixed ASAP and do NOT drive it or you WILL fry the engine

I am not driving the car and that is reason that I made the post. I was hoping someone here could give me advice as to what to problem could be. Maybe a relay or fuse. I just do not know where to start..... this is not my old GTO (my first car) lol.....
