California ONLY! Most other states follow the EPA rule of 2 for 1999 earlier, one for 2000 newer.

CA rule:

1999 earlier ...one monitor not ready allowed
2000 later...only evap monitor not ready allowed

Thus actually helps with those annoying P0455 s!

Unless I am a victim of a scandalous obfuscation scheme from dynblyn, the source material is from the California Bureau of Auto Repair.

The change was dated SEP 2015, and the document release was last month.

Dan followed up in his post that on page 48, pre 2000 model years inspections ignore readiness sensors completely, btw.

Just got 98 s70 non turbo inspected, passed NY state inspection with 6 not ready.
Car is known OBD ready issues so they allow it to go!

California's emissions control rules are themselves a scandalous obfuscation scheme.

Cars older than 2000 must pass a tailpipe sniffer test, but the state also requires the exclusive use of OEM parts of aftermarket parts that have been approved for use on your vehicle specifically for anything related to emissions. There aren't that many approved aftermarket catalytic converters for a 19-year-old near-luxury performance wagon, so when it comes time to register the car in this state, I'll probably have to dump $1000 at the dealer on a new part. To reiterate: I can't just get a universal cat welded in, even if the car passes the sniffer - and just about any car that isn't completely broken and has a cat will pass a sniffer.

Alternatively, every car enthusiast I know here "knows a guy" who gets their modified cars through emissions. But I've seen pictures of the skies over LA before emissions control; cats work, decreasing NOx emissions by orders of magnitude. I'd also like for my car to not smell like a lawnmower all the time, and to just be in compliance so I never have to think about it.

Curiously, CA laws regarding engine swaps are generous. Newer engine than the one originally in your car? Can you fit all the original emissions equipment in the engine bay? Swap away, friend. Your LS1 swap is allowed by law. Those state approvals for aftermarket equipment also include performance parts, so if you bought the kit from a vendor who did his homework, your turbo Miata is good to go too.

Are there no CARB APPROVED cats for P80s?

It’s a popular enough brand I would think there should be some aftermarket options ?

Walker or Magnaflow perhaps?

I actually looked this up and found a way more promising set of results than I remember seeing before I moved here.

These are all universal fits, but there are a few I found online that claim to be direct-fit bolt-ups and reference specific CARB exemptions. For example, DEC makes a couple, which look right in the photos and include some pretty detailed technical memos about these specific cars:

The price isn't crazy either, around $500. I'd probably have a muffler shop adapt one of those to the 3" pipes I have after the cat, so that the view into the engine bay looked stock from above and in front.

so I want to have it look totally stock when I get it smogged. To take no chances, I'd probably go to some car-guy friend's preferred shop anyway, whom I'd expect to be lenient in case I let anything slip.

Thanks for prompting me to look this up. I feel a bit better now...though I've got a recurrent evap code and the car burns more oil than Kuwait in '91, so new plates will have to wait anyway.
