I just had the same problem on my 98 S70. It turns out my relay was bad. First thing I would do is check to see if your fan works. Get yourself a couple alligator clips and put power directly to the fan. I would assume your fan probably works because of the mileage on your vehicle. From there you can check your relay. If you remove the middle plug of the fan relay (its under the passenger side of the radiator shroud) and ground one of the 2 prongs the fan should kick on. Also, if you turn on your air conditioner that should automatically turn on your fan. Hope this helps.
