If your car is a GLT then it should have a low pressure turbo engine. Base model was the only FWD non-turbo (I have one).

If the car starts from cold ok, then it is less likely to be a temp sensor issue, but it is worth checking as aftermarket parts are well known for random issues. The temperature sensor tells the engine management how much fuel to add based on temperature of the engine. If the temperature sensor is off it can flood the engine or starve it if sensing incorrectly.

Fuel relay can be jumpered for a short time to bypass it to confirm if this is an issue or not. There have been several write-ups on here about that.

Fuel pressure can only really be tested using a good gauge. Autozone or some of the other parts suppliers in the US lone tools may be able to help you here.

I need to get a fuel pressure gauge. Lets says it is below 43 psi
would that suggest a fuel pump issues or restriction issue.

Yes. It could be as suggested by another member earlier, it may be a fuel pump (poor fuel pressure) or the fuel pump check valve not maintaining pressure (takes time to pressurize the fuel system), or a blocked fuel filter. When was that last swapped out?

Another simple check for another possible issue is a leaking fuel injector(s) causing flooding. Pull the dip-stick and smell the oil on it and see if you can smell gas as well. If you do then when the car is left over-night the fuel pressure leaks down and the gas runs down into the crankcase. Car will start ok when cold, but when hot, the leaking gas into the cylinders doesn't have time to drain away causing a partial engine flood. I think it is unlikely, but as a no cost check and simple it is worth eliminating.

If pressure lower than 43 psi, does this suggest bad fuel pump or a restriction.
also just set the key on the ON and not start, correct?

Sorry, I asked when the fuel filter was last replaced? Last 2 Volvos I have owned looked like they were the originals at nearly 20 years old! As they are hidden many people don't replace them.

Yes fuel pressure should be 43psi minimum without engine running.

I just realized, maybe a obd device will guide me in the right direction. My light didnt come on but I should just connect it and see

That will tell you pending codes, which can guide, even if the light is off.

A better scanner can report fuel trim values which will really give you good info

So Im thinking about changing my fuel pump relay
I think I bought a KAE. Can I get a STRIBEL or need to go to volvo dealer.

I thought I start here again. THanks

Even higher on ME7 1999, 375-395 kPa or over 54 psi is spec
At least 275 kPa after 20 minute shutdown
