I tested it repeatedly just to be sure, waiting only 3 seconds is not enough for my car to start normally. Even 5 or 6 seconds is hit or miss, but 8 is always enough for it to start right up. I also tested the fuel pressure, I was getting 56 psi while running and 50 psi as soon as I shut it off. It was slowly dropping after that (47-48 psi after a few minutes), which seemed similar but I wasn't able to wait 20 minutes to see how closely it matched abscate's data (Valentine's day plans...). So it does sound like I might have a restriction or something somewhere causing the fuel to take a while to fully pressurize, but I'm not sure where. That said....when key is in pos.II,fuel pump runs ONLY for 3 seconds...after 3 seconds...you can wait as much as you want and that wouldn't/shouldn't make the difference in fuel pressure.
I guess that there are some electrical gremlins in the system.
Next time I get a dry day I'll see how quickly the pressure builds when the key is turned on, just for curiosity's sake. If I get full pressure after 3 seconds, then I'll start looking at electrical stuff again.
