'98 Volvo V70 Panic wont work

I wanted to see if my panic would work but I got nothing. To test this, I rolled my windoe down and opened it from the inside wgile it was locked. Absolutely no sound. When I pressed my Panic on my key gov, it made this distorted noise that sounded like something was wrong. My panic alarm housing still has the plate on top of it so I dont know what the problem is. Please help.

Did it sound like a severely constipated cow?

Thats a dead alarm under the hood.

I think it goes bleat bleat bleat at something like 3 Hz, but we don't even lock our cars where I live, and leave our keys in them, so anyone who wants my cars just drives them away.

You have an alarm system with a panic feature.
When the system goes into alarm, it will flash the
parking lights, honk the horn and prevent the starter
from energizing. The unlock button on the fob or
unlocking a door should reset it.

You're on the right track about testing it, but first
be sure that it's actually armed. There should be a
flashing light on the top center of the dash if the
system is armed.

You may have a bad "ready to arm" input. A bad
door, hood or trunk/hatch switch will prevent this
system from arming. These are all part of the latches.

The panic alarm sounds like it's working. Try tightening
the nut on the alarm horn while it's sounding. When they
get loose, they can make more buzz than beep.
