1990 240 No Overdrive
So I dont have overdrive...but here is all the things I do have to help diagnose the issue. I have the following: Full transmition fluid, the relay next to the glove box IS clicking when I press the overdrive button on the shifter, the shift light is turning off/on when I press the previously mention button, I'm getting 12V to the overdrive solenoid.
To help me diagnose the problem I have 1 question. Will the solenoid make a clicking sound when I press the overdrive button when setting still in park, with the engine running? I was by myself when doing my initial investigation and couldn't test this.

Have you considered converting it to automatic Overdrive with a Solenoid Bypass Kit and be done with the the original design issues?

I'll check, does that need to be operating freely even if I'm accelerating at a slow rate? I understand that when I'm trying to pass some one and I accelerate rapidly how that might be necessary, but does it need to be working even if I'm accelerating slowly up to 60mph?

Ok, it looks like the cable you are referring to is the lower of the 2 cables. The upper cable appears to be the accelerator cable. Yes, both cables seem to be working very freely. I wasnt able to check on the transmission on the other end of the cable to see what was moving/supposed to be moving.

Yep, should be marking for both. I'd recommend going for a drive that involves shifting through all gears for around twenty minutes to get the most accurate reading.
Also, it may be worth checking the adjustment of the kickdown cable, it does play a part in how/when your transmission shifts, regardless of how quickly or slowly you're driving.
