Then do a battery reset. Undo ground from batt and then touch or connect with a jumper wire, the grd terminal to the positive cable. This will discharge capacitors and assure the modules all do a reset. The high speed network being offline for any reason will stop the comm that gets the park/neutral position info to the CEM so the CEM will close starter solenoid relay to power the starter solenoid. If there are any fuses blown to high speed modules (ECM, TCM, ABS/BCM, strg wheel module, diff electronic module if it is AWD, are all high speed network modules that could bring down network.

There will be a tiny spark if any at all. There are capacitors that assure the voltage dip from starter doesn't make control modules go wacko. The same can happen when circuit things are switched off while alternator is charging at moderate rate and the voltage jumps high for an instant. Those capacitors will keep the control units from going off completely. The same as shutting a laptop off and then pulling power cord and removing battery when they would lock up (haven't had to do that in years, Microsoft did fix that shit). You are touching the two with battery in the circuit, you are touching the two with the ground lead off batt. The only thing you are doing is draining the caps so the modules go OFF. Then when ground lead is put back on and ignition is switched on the modules will have a fresh start up. If there was something disconnected when it should not have been the module will go offline on purpose as protection. It might not reset without VIDA. Even with VIDA battery resets are a way of life in a Volvo shop when the right module is off and the connection will not occur.. Same goes for BMW, Mercedes, Ford, etc., tc., etc.
Also, the car won't shift out of P even when I press the brakes. From what I recall when the ignition is on and you press the brake you can shift out of P. Is this not correct? The only way I can shift out is by using the override. When using the override and I put in R, the lights don't come on. I have a feeling this is what's keeping me from starting.

The transmission control module (TCM) operates the gear selector module (GSM). GSM has the lever indicator lights, shifter lock, and geartronics (manual shifter) functions. The indicator in driver info module (DIM), are over the high speed network which is also what carries the info to CEM for starter operation.
Fuse 20 in the engine bay box is for SRS, TCM, and ECM control modules logic circuits. If that one is blown there would be a message in cluster for SRS service needed. The fuse for TCM power for functions is fuse 31 in the same box and is a 15A fuse. Those teo need to be checked for voltage present and not just continuity.

A big fat zero. At F31, I have some voltage after ignition on, but only like 0.2 V. The battery is at 12.9. Also when I measure +ve battery post to ground on car, there is continuity/resistance. I would have thought there would be none. Can you suggest next step Jimmy?
