Which website sells Volvo clips, bolts, and other tiny parts?

We use clip nuts like that all the time for equipment racks. Typically they are set up for 10/24 or 10/32 hardware but you can use a screw through them.

Digikey has them in stock and you might be able to find them at a hardware store as well. The place to look for them is in the yellow bins with where they have odd stuff like woodruff keys. Another place that seems to have virtually everything is Fastenal, if they don't have it in stock they can get it but they tend to be on the expensive side.

Here in the UK I've managed to get every bolt and fastener I need from the dealership. Plastics fasteners like the trim clips for rear seats I've found suitable replacements for on eBay.

Not like you need another suggestion but www.davebarton.com has tons of Volvo bits especially focused on older models.
