There is no valve on The PTC orfice, it is just a hole. The wires are for a heater that keep,it warm
People drilling this are bandaiding the real problem, which is PCV blockage.

It's possible to have blockage on the ports in the block behind the oil separator, but even if everything is clear, there can still not be enough vacuum relief on cars that have some mileage on them.
At this point, it might be worth trying to find a good used turbo to try, just to make sure it's not at least part of the problem.
Pushing oil past the oil cap, after installing a new seal, indicates a pretty good crankcase pressure issue.

eBay turbos aren’t necessarily bad. If it’s not leaking or making weird noises, it should be fine. I’m thinking of replacing my old 15G, and if I do, it’ll be a Kinugawa 16T (a very reputable brand, also available on eBay).
Opening up the PTC isn’t a bad idea, I’d say, but what you’re doing will not abate the blue/white smoke - if you’re burning oil and water from the block, then opening that up only gives everything more passage (which isn’t a bad thing).
At this point, you should probably pull the separator off the block, and check those passages into the block, as well as confirm that the separator itself doesn’t have issues. If it’s filling up, for some reason, that’ll push everything down to the intake. If that comes to nothing, you’re only left with the turbo and the blow by. Checking the separator and the block ports is free and relative low-labor, at least.

Agreed, OP wants to be absolutely certain about the box and the ports into the block.

The ports aren't a straight shot and there are a few bends that aren't visible. What I did in the past that you can try before pulling everything apart is: take off the oil trap hose thats connected to the valve cover on top and pour abit of seafoam down the tube. You will hear it pouring into the oil pan. By no means is this better than taking everything apart and properly check as there is two ports, the lower may be clogged but the upper may not.
There's a detailed video from our good ol' friend lucky floating on YouTube where he takes apart a 15g, I would take that route with a 50$ rebuild kit and the stepped rings.
You can pull the chra very easily on these cars, a trick to less mess is clamping the two coolant lines with rags and small vice grips.
