Darton sleeves. There are some You Tube videos about it. Cost depends on the machinist but it's not a small job. It's useful for higher boost applications

If I wanted to up the boost, don't I have to adjust my compression as well as tune it? From what I understand reading on here and other forums, my ECU is going to adjust anything I bolt on to get the values that it knows as "correct". Perks of drive-by-wire, I guess?

Slow down there a bit partner. 
Take your 2003 and first get it to stage 0 - all refreshed ignition, then maybe get it breathing better with some air intake enhancements.
Check your waste gate adjust, make sure the CBV diaphragm and spring are up to snuff before you start on sleeves and compression ratio. You have to be careful here with ME7 as you will bend a rod of you overboots - that's why the manual boost controller is a very careful next step.
Next step is a new tune, new larger flow injectors,
At some point, exhaust limits you so you then have decisions and $$$$ to put it into cat removal (legal in your state?) and larger pipes.
How does that sound?

Getting it to Stage 0 is actually already in motion, funny enough! And as far as intake goes... The only upgrade I've really seen is a cold air intake... Are there other options?
Now as far as the wastegate, MBC and other boost related adjustments, what am I looking to achieve mechanically? Just strength? Or am I just making sure it's all still in the right place?
And exhaust is not exactly a problem as I have a turbo-back 3.5" stainless exhaust from a previous V70. I just need to tweak it a little so it'll fit

The waste gate is adjusted so that for a given pressure on the diaphragm, the gate is in a known position. There is feedback from the MAP or pressure sensor to the ECU, so if it detects overpressure it will back off the boost even if the wastegate isn't spot on.
You need a sensitive small scale pressure gauge (10 psi full scale or so) and connectors to make this measurement. Several DIY threads on this here.
When you go to a manual boost valve, all bets are off. you take away the feedback safety' and enjoy the car for about a week until you overboost and bend something expensive.

And what kind of numbers can I expect out of my engine as far as boost goes(B5234t3 is the engine code). I'm not looking to break the expensive stuff if I do end up installing a MBC

You'll need a new transmission before the hardware on the engine limits you I think.
Boost is controlled using software mods in the ECU. A store bought stage one tune for a T5 from BSR is rated at 299 hp 408 NM(-20 for AT). Do you really want more on the front wheels anyway?

I still love numbers rather than estimates lol!
But ya know... 300hp out of a 3500lb wagon is probably more than enough to smoke any old ricer with a fart can exhaust in a street race... But the more I think about it the more I realize that I'm not really trying to beef up my engine but rather my knowledge on how these systems work.. I understand the basis of an internal combustion engine and how they work.. but I'm realizing that I really just wanna know how to make them more powerful and efficient without too many extra parts....Hence the ECU tuning! Lol. If I can do it myself I save time, money and I don't lose my ability to learn. If I went to a shop to do it I'd never see the steps and measurements needed to do this not only to a Volvo but to any car I want.
I mean the principles are the same for VW and Chevy... They all need gas to go vroom!
