Unless someone convinces me, I see no need to replace this piece.
I removed it from the car and the 3 items (EVAP, Vacuum, and the wire loom) seem to be fine w/o this bracket.

95% of car part failures are related to heat, vibration or rot. That looks like an anti vibration bracket at a 90° turn.
Adding something it could rub thru that you'll notice before it rubs thru the actual parts is good. Putting the bracket back in and securing the parts with tape or zip ties where it's broken is better. Replacing the bracket is best.
My car and that bend I'd try to cobble something with the broken part and check it at oil changes. Pretty sure (without looking them up) the 3 things that run thru that bracket are all more than $28.

The round part where the bolt goes in stays with the engine.
