I actually never solved it, ended up selling the car with the code. Buyer didn't seem to care.
I'm pretty sure the solenoids I installed were all bad though... weird, but possible I guess. I ended up redoing all the wiring from the ECU to the solenoid and that made no difference. This car was a real mess, between incompetent "mechanics" working on it and general neglect over the years.
