Mechanic timing belt tensioner

Mechanic timing belt tensioner

So I did a timing belt and water pump job and when I went to tension the new belt on no mater how many times I turned the Allen wrench counter clockwise the hand would not move and the belt would not tension I thought it might be broken so I bot a new one and same thing is happening what am I doing wrong? Please help can afford to keep unerring to work

You tension the mechanical tensioner counterclockwise with a 6 mm hex key. The mount bolt has to be a loose finger tight to allow adjustment.
