Pooling or just wetness?

1. Clogged Oil Passages. Try a Oil change but run a solvent just before you do the change.
2. Early stage of worn Piston Rings. Blows excessive air through PCV system but does not smoke out the exhaust. Compression test may tell something.

It's a nice puddle. I'm loosing a quart every 3000. After doing the vac test again, I did the snap test. The pressure only snapped back up to 20, so, I agree it's probably early stage piston ring wear

Which snap test, Vacuum snap test or Dynamic compression snap test?
What is your idle vacuum and the measurement units?

My vac reading at idle lye's within the normal marked green range. The reading is 19. Not sure of the unit measurement but I believe it's inH20. I did the vac snap test. I'm still waiting to do a compression test.

19 Hg or inHg (Inches of Mercury ( Hg on the periodic table )) would be about right.

Let's see if we are communicating correctly.
You raise the idle to 2000 RPM then snap the throttle closed. It jumps to 20 Hg then settles back at 19 Hg.

Rise should be 2 - 6 Hg over idle. Only 1 Hg rise over idle does indicate worn rings.

Is there any hesitation in drop when you snap the throttle closed? It should do as the test implies, snap back to idle Hg + 2 - 6Hg without hesitation.

At idle I tapped(slapped)the throttle barely, so the vaccum dropped no more than 4 HG. Then it only rose to 20 HG before settling to 19 HG.

Wrap it up to 2000 RPM hold for 1 -2 seconds then let it snap closed. Post readings and behavior of gauge. Reading at 2000 rpm. Peak reading after snap back. Reading at idle. Speed of needle return. You can side step your foot off the throttle and let spring do the snap back.
