So a quick update. I changed an old but not defective o2 sensor and I managed to lower the IAT by almost 40C (pre heater stuck). Having not changed my driving habits my mpg went from 16-17 to 20-21. Car feels like it is a bit snappier and it also took away a strange bogging issue I had when giving gas from stand still.
If you're not sure when your O2 sensor was replaced last I would suggest replacing it. Note here that I didn't have any codes or nothing. Just did it for preventative measures and now I also know when its time to change it again.

It's still a bit high but I just drive short distances and have a medium heavy gas foot.
