Thanks for the info. I think the monitors became ready on the trip back home. At least that is the only reason there would be fail. There is no CEL, emissions passed the first time but monitors werent ready. The ref in Sac passed everything but again monitor was not ready. When I got the new reader it said yesterday that all monitors were either OK or N/A. Under trouble it said P0420 but no light. I think I read somewhere that this code takes 4 or 5 times to set off the light.

Every code has a different protocol of conditions and numbers of times it must occur to set - and that information is not public, so it dribbles off the NSA servers slowly over time.

Dealing with needing a smog currently in CA... For the record, some things of note as of 2021...
Pending codes are NOT considered and cannot fail you, only codes that cause the CEL to illuminate will fail you. I personally have a persistent P0571 code and that will not fail me since it does not have to do with emissions and does not light up the CEL. The CEL only illuminates with emissions related codes/faults.
For our cars (S60) there's 7 monitors, 6 out of 7 have to be ready/OK to pass the readiness part of the test, meaning you can pass with only EITHER the EVAP or Catalyst not ready, but not both not ready. In most cases the EVAP will not ready before the Catalyst.
Use spacers at your own risk, I hear that more smog stations/shops than ever are failing the visual inspection part of the test due to spacers being used.
