Alarm horn. No idea why it would be disconnected, unless there is a problem with the alarm system.
'97 854 T5 - Manual Swap/M4.4/COP/NA cams/P2R Brakes/16T/ chassis bracing/ XC70 nose swap

Well, for one thing, the front half of that horn is missing...

These fail all the time. I'm guessing that someone removed the front cover to stop the annoying noise they can make as they start to fail. I have seen several like this.

Or the nut came loose and rattled off.
Then all of the diaphragm discs fall off.

The failure mode that I’ve seen is that the
nut backs off and the horn starts to sound
like an asthmatic duck.
At the point, you can either tighten it up and
get it back in “tune”, or just leave it until the
nut falls off, the remainder succumbs to gravity
and it winds up looking like the one at the top
of this post. Sad. ☹️
