Volvo 240 EGR woes

Post by englight »

Hello All,
Trying to get a 89' 240 on the road in California is a real pain. :D It passes all the actual emissions tests with flying colors, even the NOx test. But the smog shop failed me due to the EGR valve not receiving vacuum.
I manually pulled vacuum to the inlet hose of the valve while the engine was idling and it ran rough and nearly died so the valve itself is fine. I also ran the EGR solenoid self test through the OBD system and heard the solenoid (old style) clicking softly, so I am pretty sure it works too.
There is vacuum flowing to the solenoid input.
Is there any way to force the solenoid to actuate while the engine is running so I can test that further, or any other ideas on what it could be?
Thanks
