I’m about ready to pull my hair out. I remember several years ago I have had problems before with this task. Anyway, before I initially took the rotors off I went in the rear ashtray part of the center console and rotated the large black plastic adjuster nut as far as it would go.
I still had to hammer the rotors off. Now I have one of the rotors on really tight and it won’t spin. , I was thinking I could adjust them after the fact. The other rotor I really don’t want to hammer on because it probably damage the shoes. It takes several days to get any parts for these cars.
I was thinking maybe one of the rear cables are stuck and not allowing the shoes to relax. I tugged on the drivers side and could feel the springing action. On the passenger side it feels tight. In closing I have tried every adjustment combination under the sun to adjust the cable. Here are some pics. I would greatly appreciate some help.

I had a similar issue caused by a lip of corrosion on the edge of the ebrake drum area. The rotors were difficult to get off even though the shoe wear material was completely gone. It would have been impossible to get them over the new shoes without grinding it down. Can't tell from the pics if that is the case in your situation.

If the rotor/drum has a lip on the edge, you may need to have the drum turned to remove the lip. Hardest part may be finding a shop to turn them since most brakes are now disc.
Also, make sure you have assembled the shoes in the proper arrangement.

Hello everyone, I went back and got the rotors off and disconnected the parking brake cable from the passenger side. It does not seem to look or feel stuck, other than the crimp separating from the outer black jacket of the cable it still should work I guess??
I ordered a replacement reybestos one from rock auto and clearly it looks like it’s the wrong one. I don’t know what to do at this point, I ordered a set of rotors and am thinking about getting a Volvo original cable from fcp euro. Here are some pics

You can take that lip off and bevel it with a Dremel and a stone. Buy the real one , not the HarborvFright knockoff

Hello everyone I’m about ready to go nuts!! I am able to get one rotor on and fits very easily on the passenger side. So it’s definitely not an incorrect parts issue. It seems that the cable pivot point on the drivers side is stuck in. I tried adjusting the nut under the ashtray every direction. I really need to get this car done. I took some more picture to help explain what I mean by “pivot” point
