Can't remember where I saw it but cam cover draw down tools can be made from old spark plugs, knock the porcelain out and weld a length of all thread rod in, use matching nuts and fender washers to draw the cover down.

I think it was shown in the Haynes printed service manual....along with the homemade cam shaft locking tool made from angle iron.

The top of the head that mates with the cam cover has stains that do not come off. Is this okay?

Since the oil is drained, and the engine has been sitting a while, is it okay if I rotate the engine with the cams and timing belt installed to make sure no valves are hitting?

Also, the exhaust cam is vvt, and I never took the vvt hub off. What do I have to do differently for aligning it properly?

Looks ok to me.

Don't forget to lubricate camshaft valleys. Tappets, too.

And the camshaft thrust surface on the first journal from left. I left that bare and it took me 6bweeks to figure out why my cams locked up

I almost forgot to do that. Thanks!

Also, is it safe to turn the engine manually if there is no oil in it? Since I have a vvt cam (I never took the hub off) the gear should be aligned instead of the cam right?

Safe to return as long as all surfaces are lubricated during assembly.

Yes, align using timing marks on the sprockets.
