hid, BiXenon, xenon, retrofitting, conclusively ruled out

Ok ... thanks for the clarification, but ...

I've had my car inspected twice since I've owned these, and have never heard of anyone being pulled over/ticketed because they have HID's but their OE was halogen.

I know. But it's just like tinted windows.
Many, many folks have them (darker than legal)
but I've never heard of anyone getting pulled over for it.

The deal is...aim them correctly, and you won't draw attention to yourself.
If you can see clearly into the car in front of you.....

even if you get a dot approved bulb/ballast it wont matter as the housings were never made for hids. i say save the money and do a projector retrofit, in the end its very rewarding and nighttime driving is never the same
