So can I somehow recut some splines in the bottom of that stud, or how do I replace the stud; is it an integral part of the motor? I hate to just glue it down in case I ever need to remove the arm again.

Or will locktite on the nut threads suffice, even with a pretty smooth bearing surface?
What grade/color/torque range?

Wild idea - smear on a thin layer of epoxy and sprinkle sandblast grit on it.
Or some kind of washer with a high friction surface.

My suggestion:
Determine the proper arm position and mark carefully.
Clean stud well with acetone.
Apply high strength loctite liberally.
Attach the arm using the position marking.
Tighten the nut and wait a day to operate.
If you every need to remove the arm, apply heat to the stud.

If you are near a salvage yard, removing the whole wiper arm assembly in not too bad. I suspect that an assembly from later years (S/V70) will work in your 1995 vehicle.

robertdiy has a couple i'd guess. But salvage is a good suggestion if loctite doesn't suit you.

Ice, random objects and people just plain
not paying attention can block wipers.
Since car builders have risk management
departments, steps have been taken.

By design, automotive wipers have splined
shafts that are made of hard steel and arms
that are cast of a much softer metal.

There’s a good chance that you can clean
the soft metal out of the splines and reseat
your existing wiper arms.

As mentioned, be sure to index the home
position of the arms prior to disassembly.

I have seen the post splines appear worn down when in fact they are just clogged up with metal and other debris. Have you tried wire brushing vigorously on the post?

EDIT: my post is just saying the same thing BEJinFBK already pointed out.

I’ve gotten very good results clearing out the splines
with a sharp, pointed implement like an oil seal pick.

The splines on the arm are sacrificial. The arm material is a soft material and if not tightened enough, or if it has been on there a long time the splines disintegrate.

The guys have explained how to clean out the splines on the motor side with a hand wire brush and the careful use of a pick.

A good used arm from a junkyard from a V/S70 is a good option as the arms clear the hood better than the 850 ones do.

The wiper arm is pretty new (replaced one that I could no longer bend properly to keep the wiper flat - although the new one isn't much better. There's a trick to adjusting the arm...).

I'll take a pick & brush to the base of the stud. I guess that is built in to the whole motor assembly?

Does heat evaporate the dried loctite? I suppose you need to wait for it to cool before wrenching...

Loctite is a plastic. Heat softens it so you actually want to wrench on the fastener while it's hot.
