If you're considering a good used transmission it would still be a good idea to replace the valve body before putting any used transmission in your car.
One option that you may want to consider but could be more work for you is to first replace the valve body in your car and see if this fixes the shifting problems. If the new valve body doesn't work out because of other problems with the transmission then find a used transmission and transfer the new valve body to the used transmission before installing. This is assuming you'll be doing the work yourself otherwise labor costs will be too much.
If you want to continue to flush the transmission use Valvoline MaxLife ATF fluid and get it from Walmart. Much cheaper and this ATF works with this transmission. It's $26 a gallon. I don't this is going fix the shifting problems but it would improve confidence in the shape of the transmission if the fluid clears up.
This is the valve body you can use for this transmission, it's a factory part made by Aisin and just have to make a couple of minor changes to make it compatible for use in a Volvo. The price has gone up to $564 but still not a bad price for a completely new valve body with all new solenoids.
