Production date of '98 V70 and New York State NY smog exemptions

Greetings everyone,

I ventured again to a NYS inspection station today and was told that because of a CEL, code 410, the car would not pass inspection unless the code was eliminated.
So, my question is, is the car old enough to warrant a smog exemption in NYS? If so, where can I locate such info?
I've looked at a few of the pages on the DMV website, and the car has to be "more than 25 years old" to gain an exemption from smog testing.
The VIN on my car is YV1LW5371W2457473. I can't seem to find a link that decodes what each number/letter represents. The car is a 1998 which would make it 25 years old, but its the "more than" that is the catch...so how to find the cars' production date is a question.

The CEL code 410 refers to the SAS but there is no air pump on the car! The hoses to/from the air pump are taped shut. Did I need to install an air pump?

Do you have a sticker inside drivers door? Manufactured date there. Good luck. Have you tried clearing the code and driving enough just to run it through the cycle and trying again before it comes back on? Fine line there but worth a try.

If the air pump has been removed, there should be a modification to the wiring needed to stop the CEL coming on. I think Abscate used to have the resistors or diodes (can't recall) in bulk for that reason. Maybe PM him?

The sticker on the drivers side door - as mentioned - will show the actual build month and year. Whether that makes a dent on the Inspection folks is another issue.
Check with Dr. Abscate, he may be able to illuminate.
The VIN only gives the year, which may not help if the actual regulation is worded "...more than..."

Your 1998 Volvo is smog emissions inspection exempt in the Empire State.

It’s a rolling 25 calendar year exemption per the DMV website….

On-Board Diagnostics Generation II (OBDII) Inspection.

Gasoline-powered vehicles with a model year within the range of the calendar year minus 24 and the calendar year minus 2 and most 1997 or newer diesel-powered vehicles that have a gross vehicle weight rating (GVWR) less than 8,501 pounds are subject to the OBDII emissions inspection. This test examines the Malfunction Indicator Lamp (MIL), also known as the "check engine" light, for operation/illumination, and verifies the test results of the vehicle's "on-board emissions diagnostic" system.

So 2023-24 = 1999 and on, leaving your 1998 exempt.

If they get pissy about it, you can contact Volvo USA and ask for a date of manufacture from them.

Model year 98 should be exempt as of 2023. And your Volvo was probably built in 1997, so definitely over 25 years old. P80s should be pretty well emissions exempt everywhere by 2024 except for CARB states.

Follow this guide for removing the SAS pump code. A cheap diode and soldering iron is all you need. Really super easy. I should've done it a long time ago.

This issue gets complex quickly. You are emissions exempt for inspection in NY but it is a federal violation to remove any smog equipment post 1966

I don’t think NYS enforces this and you should be able to get a equipment only inspection
