The white hard plastic vacuum line from the back of the air box goes to the front driver's side of the air intake. Here's a pic from my 2000 V70 NA.
My question: Which port on the back of the air box should the line be connected to, upper or lower? I'm pretty sure one of my 2000 V70s has it on the upper and the other has it on the lower. Are both of those ports open to the outside? If so, how could it maintain vacuum?

It doesn’t matter. The air box connections are to the temperature control, which regulates the vacuum presented to the vacuum door down at the air cleaner snout.
The function of the temperature control regulates the vacuum passed through from one connection to the other, the direction isn’t important
