92 -940 -TURBO wet start problem

Anyone out there, experienced a wet start condition, after washing the car, or a heavy rain,car hard to start, stumbles.
I have checked and or replaced, cap wires, coil and dist terminals.
my mechanic seem to think I need a fuel control modual (big money) as he has determined that there is a loss of ground to injector ?

It does sound like a grpund problem, but I would be cleaning and tightening all the engine and underhood grounds before replacing components.
