I recently replaced the catalytic converter on my 2001 S60 2.4L non-turbo that is approaching 200K. And, shame on me, I had the independent shop that works on all my cars replace the cat with a "California approved" non-Volvo, direct fit replacement to save a few hundred dollars. The car runs great - 28 mpg on the road -- but the new cat did not fix the "check engine" light. I can turn off the light, but, after a few engine restarts, the light comes back on and the messeage is always the same on my Innova Code reader: "PO420 - Catalyst System Efficiency Below Threshold (Bank 1)." Seems that I read somewhere that whenever you add/replace some hardware in a Volvo that you have to download a new VIDA application. Would this apply to a new cat?

It could be a bad O2 sensor, since those are what "measure" the cat efficiency.

Just a note that P0420 is usually due to the rear O2 sensor (the one behind the catalyst) rather than the front (the one nearest the engine). I'd make sure it was present--perhaps they never connected it after changing the cat.
