Yes- It could be the master switch or the wires leading to th motor.
If you hae an electrical tester (meter) you could test the plug at the motor and see if you are getting a signal from the switch for both up and down.

I hate to tell you this, but you've just worked way too hard and
probably broke a few door panel clips for pretty much nothing.
The switches in these cars are NOTORIOUS for going bad.
The motors, however, will probably outlive the car.

The way a window motor works is based on reversing polarity to the motor
on the same two wires. One polarity makes it go up, switch polarity and
it goes down. If the window moves at all, up or down, the motor is fine.

It may be the local switch ( the one in that particular door), but it's
most often a bad master switch. You can take a crack at cleaning the
contacts in the switch, but it's just a short term fix. Get to shopping!

You can get aftermarket or "repaired" switches for less, but I'd strongly
reccomend just getting an actual Volvo replacement and be done with it.
Call these guys for a baseline price on a real one:

DW Volvo / Parts Dept
(800) 689-0021
Ask for Don or Jamie

The best part is, you can pop that switch pack out from the top.
Replacement takes about two minutes. And no broken clips!

Best of Luck!
