As others have said, the drive cycle to get these to pass emissions can be fraught with peril. If you don't do any highway driving, I don't think you'll pass. I'd suggest taking a good half hour (one way) trip somewhere at full speed (~55 MPH) and then turning around and head to the garage. Don't stop anywhere on the way or shut the car down. Would suggest doing so when you don't have traffic (good luck with that...) Have the garage plug into it without a shutdown, otherwise the parameters instantly reset and can take a while to set again. Make sure they're aware you have a turbo, I believe there is a difference in the NYS emissions checks for that vehicle w & w/o turbo, very likely same in Cali since we follow where you lead... (can't confirm, don't handle DMV any longer...)
I'm not sure about that year but on the '99 XC VIDA can force it to do the evap/pcv tests. Often these are what hold people behind when everything else otherwise is working as required.
