The solenoid moves quickly to modulate oil pressure to the VVT cam. I don’t think you see it move physically, it’s a 200 Hz signal , I think.

Thanks Abscate. I wondered whether visual was sufficient so i stuck a toothpick in valve body and it didn’t bite it. So, i guess i have an electrical issue somewhere related. I’ll keep looking for schematic.

Have you checked the solenoid is working? They are easy enough to check with a 12V source and see if it activates. I am trying to recall, someone once told me the resistance should be low like 3-4 ohms. I pulled a few over the years from junkyards and all but one were good.
My buddy the ex-Volvo mechanic just swapped one for a friend of mine about 4 months ago as it was leaking oil all over the place. It was a PPS branded piece of crap. The solenoid body would not seat properly and leaked around the seal.
The newer style solenoids will need a wire connector swap. The OE ones I recall used to come with the pig-tail to do this.
Also be careful as they are marked Intake and Exhaust.

They are different between IN and EX. Once the ECU detect a (any?) VVT solenoid (or 'reset valve' as Volvo calls it), it disables the signal so the plug wires will seem dead.
