I do know for sure about the starter not engaging as a means to keep the car from starting. Before you change the cap and rotor, see if there is spark coming out of the coil like RDEJR suggests. I assumed you checked that but sounds like maybe not.
I forgot to mention that I have been checking for spark with an inductive timing light on the primary lead as well as on individual plug wires. I haven't done an ohm-check on any of the sensors yet; simple enough just need to get the specs for everything.
