Another thought re alarm system. I am not familiar with the inner workings of the S70 alarm system but in general, there are 2 aspects:
1. Sensors (hood, door, motion etc.)
2. Module (rarely goes wrong)

The sensor issue: have you looked into hood/door sensors? Maybe they need a quick fix?

1. Look at the Alarm Module and somehow bypass only the module, which means a jumper between B21 and B22 in the photo.
This will effectively bypass the Alarm but not the neutral safety switch.
Ok, I will try that. I had a terrible time trying to get the connectors loose from the module yesterday; I gave up when I had this thought: "This module is a computer chip thingy. How do I know jumpering B:21 & B:22 would even work? Maybe it grounds B:21 when it reads a voltage on B:22 instead."

Any tips on disconnecting the module? I can't see obvious tabs on the connector and nothing I push seems to release it.

I'll definitely look there. Thinking about it now, I know the module is not totally fried, because its other functions still work (door locks, fuel cap door).

I hadn't considered this because I thought, based on the schematic, that only the ECM affects whether the alarm module will ground B:21. This is my first time using schematics, so I'm very new at this. Do you think another sensor that isn't on the schematic could affect the B:21 grounding?

If you go to ebay and search "98 Volvo S70 Alarm Module", you will see some Modules for sales.
This will give you an idea how to disconnect it.
