Motors are bad

How many wires are there at motor connector?
2005 Volvo S60 2.5T, Zimmerman/Akebono brakes
2012 Honda Accord, EBC slotted rotors

On 2005 and later there are relays soldered to the circuit board but not visible and not meant to be serviceable.

Try a battery reset. turn off ignition, open trunk and close the latch on trunk lid so the trunk light goes out, wait 5 minutes and ten undo ground cable from battery and touch it to the + cable for 10 seconds.
Now re-attach ground and start engine and check headlights.

If no change then you need a system readout with Vida, Autologic, etc that can read the whole car.

I will try that next. I took it to the dealer this morning, luck I have a friend there, they hooked it up and said it is not communicating with he headlights and I need 2 new ones. Then he told me to go on eBay and get 2 regular assemblys (halogen) and do away with the xenon but I would still have the headlight failure message. Anyone ever done this before?

I've got the regular headlamps in an 06 T5 that came with the bi-xenon or whatever they are called lights. They work fine, other than the failure message that is always on the dim screen.

Otis that is great news. Did they just plug in with no problems or did you have to change any harness? Volvo said they may be able to reflash the computer to tell it that it doesn't have the HID's. Did you try that.

They were just plug and play, no wiring modifications. The car my wife drives was a wreck and the lights and ballast were gone when I got the car. I didn't think about the car possibly having the hid lights and installed the regular ones not knowing. Although I probably wouldn't have bought the more expensive lights anyway.

I have never tried to permanently get rid of the failure message. I have a PPC scanner and I can reset all of the codes on the car, but this message comes back almost immediately. You might do some searching over on swedespeed, I think I read over there where some guys had figured out how to get rid of the message (not positive), but to me it seemed to be more trouble than it was worth.
