According to my Haynes manual, the relay is under the steering column, above the fuse panel. I do not have an understanding of 'relevant electrical circuits'.

Really getting off topic on this topic...a relay is required, unless one wants to fry their ignition switch.

Now, does OP know where relay is found, or even have an understanding of relevant electrical circuits?
How is that off-topic? I've had this problem before and have wondered whether perhaps having a slightly different relay, one that still allows the car to run, might cause such a problem.

The relay is found in the passenger foot rest area, behind the carpet, sort of under/behind the glove box.

When you think about a relay, Google "Volvo Relay"

and click on "Volvo Relays - DaveBarton.com"

and then scroll down the page until you find: Here are some diagrams I've collected showing RELAY LOCATIONS for Volvo 240, 700 and 900 models.

Relays have a function, and ignition switches can't deal with the heat (aka amps) generated via fuel pump circuit.

It would take someone who does not know Jack-Shiiit to bypass the safety function of OEM's relay setup; and if someone had the know-how, they would grab correct part from a JY vehicle.

Jerry-rigged volvos are few/far between...

Since OP did not asked relevant questions, yet at that time, location and testing of relay terminals, I concluded your comment was a Non sequitur

Okay. Evidently the relay for the fuel pump is behind/under the glove box on the passenger side. What do I do with this information?

Remove fuel pump relay...get its part number and google it...is it the right relay?

Leave fuel pump relay out, can you start the vehicle with it removed?

Did you put the original relay back in and save the new one for later?
