hi all, update: I had it looked at for free by a local shop and they said I probably need a whole new radiator. is this something I can easily do on my own

This depends a little on your skillset, but I don't think it's very hard to do. Robert did a nice video which shows the process. This might help you determine if you can do it:

98' S70, base, 5-speed manual, pewter/ tan, 145k miles
99' S70, base, 5-speed manual, nautic blue/ tan, 225k miles, currently inop
06' V70, auto, willow green/ charcoal, 147k miles
79' Ford Capri S, Euro Spec 2.8 V6, T9 5-speed manual, owned since 1986
58' Porsche Diesel Junior
13' Honda Odyssey :oops:
84' Mercedes 300 D, gold/ tan, 420k miles (retirement project :D )

What is the "Probably need a whole new radiator" based on?
Did they do a pressure test and see leaks?
If your "99 is anything like my '98 T5, it's not a hard thing to do. read and watch the utube. Make sure to support the right parts and make sure you remove the right bolts. These are the ones hard to get to at top sides of radiator with 1/4" swivel.
