I had an ignition problem in the past.
The reason your car is stuck in park is the neutral safety switch. There is a black cable running into you ignition switch. When you turn the key the cable pushes the neutral safety switch in your center console connected to your gear shift. If you disconnect the cable terminated by the yellow clip you will be able to shift the car. To disconnect just unsnap the cable from the holder just behind the spring.
The reason your steering wheel is stuck is your ignition has a steering wheel lock. Drill out the bolts holding the ignition switch and the wheel lock won't be an issue. The steering lock is that dark grey tab in the middle.
I went with a new ignition from Volvo coded to your VIN. It was $300 but once replaced the old still keys worked. Before it arrived I removed the ignition, disconnected the neutral safety cable. Held a key to the antenna and turn the ignition like you described from the back. The car will start, you will be able to steer, and you can shift. I do not recommend this as a permanent solution, both are safety features.

My previous suggestion was a work around until you address the ignition switch issue. Follow the above advice to temporally get your car running without breaking anything. No hammering!
I did not try to fix my ignition switch, I figured a lock smith would cost at least $200 and a new ignition lock are $274 at eeuroparts.com. A cheaper option if you can find one is a used ignition lock with keys and replace it. You will need the chip from inside your old key, so following these steps to swap it:

So, after messing with this for days, off and on (it's been averaging about 15 degrees as the high), I got the dremel cut off wheels and went out to start the car and the screwdriver in the ignition switch would turn on everything, but not start it.
I tried the key, it now turns! Hooked ignition switch back up and car starts, steering unlocks, and I had already disabled neutral switch. Weird...
I think I will go ahead and cut a notch into those miserable shear bolts to prevent being stranded. I buggered up one of them already using what I guess was a chisel that I sharpened too sharp... I started to cut a piece off when I attempted to rotate the shear bolt.
I must say, I give a massive kudos to all of you who have helped out, both here and in all the helpful threads on this site.
