I think you will need at least a 5W panel or so to overcome self-discharge. VW actually ships it s cars with a 5W panel - or they used to,

You could tap into the battery at the back of the radio harness as well.

I found the yellow connector, can I use a jewlers
Screwdriver or should I use a t tap.

I found a solution from an old O2 sensor, I will post a video of the final product later.
There are a couple of tricks and only 1 wire is live with the key off.
Make sure your accessory fuse is installed (in the engine bay, I believe no 16) , the P.O. removed it because it activates the power antennae which left me on a wild goose chase!

Love the creativity. I will look more into this as my V70R doesn't get used much and spends time sitting outside. The Viper protection and entry system drains the battery fairly quickly, so it would be good to be able to have a charging system that does not have cables tracking from the garage to the car and a trickle charger.

Another reason I did it is so that I don't need to pop the hood and stress the cable, especially when its icy its sometimes difficult to open the hood. If I'm using my plug in trickle charger, I just run the small trickle cable in between the door jam, it sits against the rubber seal and doesn't damage it as it is such a small diameter.

Still it would be nice if there was somewhere you could feed the cable where it does not possibly chafe with time. But you make a good point on the cold weather and hood release. I have considered running the cable through the grille somewhere to again prevent opening the hood. Volvo used to have a plug point you could fit to the side of the bumper with a cover that the block heater could plug into so the hood didn't need opened. It may have been a European option only, not sure.
