Your not going to qualify for the "Hot Rod" exception. That the way it should be, the term "Hot Rod" refers to a welding rod, which is used to get parts not intended to work together ... together.

Of course all original emissions equipment is required by statute, that is a safe, blanket assumption. Similarly, of course it's ok (IMHO!) to use common sense with a 20 year old car. For example, consider that all across North America, the 850s shipped with and without SAS to the same markets.
So faced with nagging air pump/SAS valve problems you could consider several options
(1) just live with it, drive with the code and CEL
(2) throw away your existing car and shop around for another one. You could get an 850 with or without without SAS, up to you as both are available, or another car etc.
(3) install a diode in the car you have
(4) invest the time and money (don't forget manufacturing cost on the environment) in replacement parts and labor
There are likely other options but you get the idea. Which is the right decision?

Love when people follow the rules set by those that choke the life out of things they don't understand.
Please don't forget to install OEM spark plugs, tires, sensors, exhaust parts, etc. Also, recycle and re purpose other things as well. Don't use plastic or burn things that hurt others.

I think we get away with the SAS delete because it was not standard equipment on every P80, and ergo the smog stations can't tell if it was there or not. Im guessing in Canada, every P80 was SAS before 1999.

We can get away with it in Kansas.
Currently there is no emissions enforcement on motor vehicles in the state of Kansas. One can easily obtain a registration with nothing more than a VIN inspection for most vehicles.
Kansas tried emission inspections back in the 70s with privately owned inspection stations. The privately owned inspection stations complained that they could not make enough money off it so, Kansas dropped the requirements for emissions inspections. Yet one party here still insist privately owned is the only way to make a program work.

93-95 no P80 cars have SAS. All are without.

99 the presence of SAS probably anti-correlates with introduction of VVT, but I've never paid much attention to 99s.
00 there is no SAS, and all have VVT.
LOL yes, the great State of Kansas has recently set a new standard for how to make stupid and controversial decisions, see them backfire/fail/ruin, and insist they were and always will be the right decisions. They are not alone I don't mean to imply that, but they sure do excel.

Add the diode, the pump is only used at start up. If you are concerned about emissions, eat less red meat or modify your driving habits. The pump is a piece of shit that constantly fails and goes into the trash stream which is worst for the environment.
