The garter spring keeps tension on the oil seal lip. The seal lip and garter spring should be on the oil side. There may be a dust seal lip on the outside.

I am a little confused here. Is the issue on the passenger side (HRS) front axle or the driver's side (LHS) axle? I do see a mention of the passenger side but I also saw mention of raising the drivers' side?
Either way, well done in getting the axle back out! What sis you find on the seal? Was it installed incorrectly or not? I have seen 2 types of seal, the one with the metal cover like the original to the outside, but also a different aftermarket version with the rubber outer.

I have reinstalled the passenger side axle, tighten the carrier bolts, made sure the cir-clip was engaged in the cv boot, reattached the cv boot, tightened and torqued the axle nut and the lug nuts. Started the car and let it run for a good 15 minutes and then decided to try backing the car up. Again I heard a grinding sound and immediately shut the car off. I put it in park after pressing the shift release button.
The sound is definitely coming from the transmission, but now I really don’t know what to do!
I could use all recommendations!

Try putting both front corners securely on jack stands, place transmission in neutral (engine not running), and then try turning each front wheel. Listen to see what happens.

Stupid question but is it possible you put pressure on a brake dust shield and it is now rubbing against the rotor? They make a heck of a lot of noise when they do...

The front end is up, car is in neutral, and with the rotation of both tires, not much happened. As I was jacking up the passenger side, I did hear a thud like something fell into place. But when rotating the tires, the only thing I hear is the driver’s side axle clicking when it begins to move.
Should I be worried?
Something is out of sorts around the passenger side brake area, so I am about to inspect that to determine the cause.

I didn't read the whole thread, but clicking is usually a sign of a worn outer/inner cv joint. Could be the tripods, etc.
Grinding as mentioned can be caused by the brake disc guard, all too common "issue".

Indeed, the backing plate was rubbing against the rotor on the very bottom of the plate. Adjusted that so it that noise was eliminated!
But, the click as I move the driver’s side wheel backwards is what I hear. There is no noise when I move the wheel forward.
