Update:
Queried another indy about this. He said it's the ECC. I also thought I'd temporarily disconnect the VSS signal to fool the ECC into thinking the car is always at rest. I may have to actually tie the ECC controller pin/lead to ground, to do this. Then I'll wrap the other end.
The other thing I thought about was to querry another Volvo indy I know. He also has an Autodiagnos scanner. I'm curious if his will clear the above codes whereas the other indys would not. That was another puzzle....why couldn't the COMBI codes be cleared? That may be the problem right there. What does the Swedish BrainTrust think?
One other thing I noticed but failed to mention: This replacement ECC's backlights are orange/red instead of green, like my original one was. Odd that. Were the dash/radio/ECC lights in the 850's this color or were they green? Can't remember if I pulled this from an 850 or an S/V 70.

All of them...850 & s,v,c,xc70 ...have green lightening.
That said....light bulbs are neutral...green colour/tint is between panel and bulbs.
And.....ecc unit is different between 850 and s,v,c,xc70.

Evidently not all of them as this one is orange/red. I understand it's not the bulbs. I pulled them to discover they had blue covers on them with brown overheated spots. So I removed them all. You can see photos posted above. The ECC I pulled looks exactly like the one it replaced.

I had never seen amber or blue illumination on ecc panel or switches on these cars.
Ac and rec buttons on 850 illuminates orange when they are switched or not...s,v,c,xc70series have green llluminations.

5/1 is the Combined Instrument Cluster (COMBI). The wire highlighted in RED is the voltage signal proportional to vehicle velocity. Ok,i see....i'm just saying that i didn't seen anything but stock green illumination.
I've seen those little bulbs with vinyl covers available from Volvo and i wonder if they are an upgrade or from later models.

Re: Blue covers. Very odd that. Why change white incandescent light blue when the dash light is green or in my case orange?
I picked up a used one as a loan from indy.....it's Tango Uniform. Does exhibit the same vehicle speed dependent blower-speed though. But it's not able to change the dampers off of HOT nor direct the air direction. A/C light continuously flashes green.
Why do I get all the WEIRD STUFF? Probably too close to WEIRD Austin.......

There is a possibility that you got ecc from '99 or '00.
They should be completely different inside and not interchangeable with pre '99 models.

I don't think so...99's use CAN buss system. Plus don't they "serialize" all modules so that replacements have to be "initialized" before they'll work? Too bad the one indy grabbed was Tango Uniform......rats.
