Today it was +3-4C. Car had been in the garage overnight and it was warmish in there. Did not have AC on (as happens with De-frost switched on) and set to AUT.
Car took 8-9 minutes to warm up to correct temp. That included sitting at the same lights. Don't suspect the ECT sensor as it registers normally and I did check it when I replaced the thermostat and it was in the normal ranges as per the test resistances/ v's temperature. In fact it took as long as it did at -4C.
I will pull the air-box temp thermostat, but I read (and it has been suggested here) that when it fails it fails at the hot setting. I will confirm that. It all points to the new Volvo OE thermostat maybe not closing completely. I'll pull that and check that too.
Once I find something I'll update here.

I would vote for a duff thermostat- I had an off brand one fail last year only a couple of months old- we were around Linden at New Years at 30 plus below- when I got home found it had failed about 1mm open- tossed in another I had on the shelf and so far so good-

That's why I'm planning to remove it and test it. If it is bad it is worrying as it was a blue box Volvo part direct from the dealer.
