I believe I had IE11 installed at the time I ran the scripts the first time, and removed it when I configured Vida Chrome.
It is enabled now and I will try rerunning the scripts per your recommendation.

I did notice I have Hyper-V Virtual Ethernet Adapter, in addition to the Wireless-N WLAN and Intel Ethernet Connection (which is disabled), which I think makes my computer dual honed.

Ran install scripts as per instructions, with IE 11 feature on. Tried IE11 and Vida All-in-One Chrome with same result as before:

The Helper Object is installed and enabled on IE11.

Why are you installing in a Virtual Machine?
VM is a unnecessary complication.
You sure you are patching the VM and not the host?

I thought I was installing in the host. Not aware of any VMs.
If I knew how to disable any VMs, I would happily do so.

I checked and I was running Hyper-V feature. It is off now. I will try running the scripts once again.

Reinstalled. same error. The Hyper-V Ethernet Adapter is no longer there.

Working now I think, but will have to try on a car at a later date. My purpose for installing is to test my DICE unit out. Then I will buy a subscription and the reprogram key fob software so I can make a second key fob.

Here is what I think I did differently:
In addition to the things above re: IE11, no Hyper-V nor its Eth adapter (which may or may not have helped) I did the following:
1) Cleaned my system following a "cleaning guide" which included cccleaner.
2) Ran install scripts again per procedure. Opted for c: directory rather than c:\VIDA, saved with no eUpdate and closed
3) This time had the http://localhost/Vida/PreLogin.do failure.
4) Downloaded RHP's executable patch rather than the 3 install scripts and ran it.

Wish I could be more helpful as to what went wrong. The error may have been in the license file.
