I’ll have to dig around for the part number, but I found one at NAPA that fit.

Seems like a hard part to find. I checked with FCP, my Volvo dealer, Volvo parts webstore and none of them have a check valve. But IPD does have a kit that replaces the purge valve, check valve, electrical connection and hose. It's on back order so now I have time to continue troubleshooting. I will keep checking electrical as Misha and 93forme suggested. It's been a cooler summer so far in New Jersey so hot starts haven't been so hard.

Show a picture of the check valve or find numbers. I may have one from partcars in my stash

Thank you, I ordered the part you suggest. It does say that it does not fit a 96 Volvo 850T5. But I assume it's working for you all this time and it can handle the heat and vacuum as the original. It sure is a lot cheaper than the $165.00 Evap kit form IPD, especially since I already have the purge valve, the hose and electrical is good. I will have the part on Monday.

Yeah, it's a universal part, so it didn't show that it fit these. I remember one side being a hair smaller in diameter, but that's nothing a small spring type hose clamp or zip tie can't fix!

Here is an update. I did end up getting a check/purge valve kit from IPD specific for the 850. The one I got from NAPA for some reason had 3 ports and very small.
I cut open my old check valve and the diaphragm was totally deteriorated. Like a rubber band you'd leave in your drawer for a long time.
So far, the car has started well in this very hot weather. I will need to test some more, but it seems like all of you sent me in the right direction. I would have never thought of the check valve as a cause.
