'95 850 Cruise Control points of failure?

I did the tests and found that I had resistance between terminal 3S and ground. according to the wiring diagram, terminal 3S has a black wire to "signal ground connector". Has anyone seen this wire and how to get to it to repair?
Possibly related, my dash lights don't work. There was a wire between the cooling fan and the ignition.
