I'm going to have another mechanic friend take a look at it later this week...I'm hoping he'll find a live wire down below.
Btw, I took off the ignition switch cover to confirm that all the wires are in good shape and not frayed or touching each other.

Now you know why many mechanics hate reading ETM (Electrical Troubleshooting Manual) and troubleshoot electrical/electronic problems.
It is much easier to replace a CV Boot than playing with electrical gremlins.
It is because:
- to properly understand electrical/electronic circuit, some kind of college education is useful (resistance, diode, heat sink, relays, amperage, voltage, integrated circuit board, software, hardware etc.) and many of them are not well prepared for that.
- the problem can be intermittent, making it difficult to "catch".
- switches, relays may not be as nice as the diagram as they are hidden all over the place.
- a short in a wire can take days/weeks to find.
The list goes on and on.

Just unplugging the PNP would tell you if the problem is related or not.
Getting down to that area of the engine may also reveal any damaged
harness or connector parts, as suggested by Jimmy 57.
It sounds like a problem either in the PNP
or someplace between it and the starter.
Those things really aren't that far apart.
My money is on the PNP or the PNP connector.

When I seen this thread growing over 4 pages when he said it was fixed with a new starter on page 2 I was like "what the heck are these guys talking about now"?
Sorry Dave, but, if the car is OFF and the key is OUT, and you stick the key in the ignition and turn it to II, will it start?
You can try rocking the shifter through the range 20 times to see if anything changes.

I have not tried the shifter 20 times- that's what we used to do with a PNP switch that was going bad (not starting). I will try that out tomorrow morning.

Oh, not sure if have ever torn a PNP switch loose but I was able to take one out, clean it up and put it back in about 2 hours. The hardest part was getting the connection apart.

Hey all- I am taking my car to a friend who has been known to do "magic" with electrical connections with shorts...I am supplying him with a laptop with VIDAS software and wiring diagrams for the entire car. I am hoping that he can get this thing figured out... Any last words???
Other wise, stay tuned.
Oh, btw, I rocked the gear shift 20 times this morning hoping that the PNP might have bad contacts on it....it did not make a difference. I am hoping for a live wire shorted to the chassis of the alternator- since my understanding is the green starter wire comes off of the alternator. This would make perfect sense.

The green wire comes off the PNP switch.
You may want to review the electrical diagram posted on page 2.
PS: My last theory is....the car probably have a remote starter installed a long time ago before you bought it.
Now the system relay is shorted out.
