Test the sun roof drain with the front carpet pulled up or removed. Pour water in the sunroof corner drains (all corners may have a drain hole) and see if the water still enters the foot well. Check at the firewall on both sides that the drain tubes are all connected and not damaged. They should all flow to the ground below the firewall. If you do not get a good flow to the ground you may still have a clog in the drain hoses. Clean the tubes again with a wire or string weeder line.
There may also be water entering from the cowl area if the outside air vent seal leaks. Check this by pouring water into the cowl opening below the windshield. It should also drain to the ground.
There have been a lot of other posts about these leaks.

This is a good check. I recently had to seal up the molding under cowl on my 05 XC90. With lots of ice it was allowing LOTS of water inside the cabin and straight past blower motor.

I used some RTV to seal the plastic riser up to prevent water leaking in, even without ice there (it’s on the far passenger side). If you remove the clips at the front of the plastic you may be able to pull up the front windshield cowling without removing the wipers, I was able to.

it can also be a leak coming from the blower motor housing, there is a passage under the hood, close to the drain on the passenger side, the seal that keep the water out get brittle, and can cause water going to the passenger side, i experience that on my s80, easy fix, rtv.
