Safe to block off turbo oil supply for testing?

Did a bit of Googling for this question and didn't find a clear answer. After looking at the block I think I have the correct answer, but want to be sure before I accidentally ruin another engine.

On a 2.3L HPT, if I block off the turbo oil supply port with a bolt, the oil can still bypass the turbo and reach the other parts of the engine correct? I know on some (non Volvo) engines you can't do this and have to make a bypass line.

It looks like high pressure oil comes into the turbo and then just drains back to the sump, so I think it's safe to block off unless the oil pressure behind the plug has no where else to go.

Obviously this is for testing purposes only.

It’s an open drain back to the dump, correct. Don’t spin up the turbo with no oil

In this case there's no turbo to spin up. Hence the block off.
